REQUEST FOR EXPRESSIONS OF INTEREST
“INDIVIDUAL CONSULTANT ONLY”
Project Name: IMPROVING ACCESS TO RELIABLE ON-GRID ELECTRICITY SERVICES FOR HOUSEHOLDS, BUSINESSES AND PRIORITY PUBLIC INSTITUTIONS.

Title of Tender: Hiring 3 Consultant experts for supporting REG in Distribution management system; Finance management and Project management.
Reference: No003/S/2018/REOI/BE3EARP
The Government of Rwanda has received financing from the Belgian Kingdom toward the cost of the ‘‘The BE3-EARP project’s broad objective is to support “The access to reliable on-grid electricity services for households and priority public institutions in rural areas is improved” and intends to apply part of the proceeds for consulting services.
The Energy Development Corporation Limited (EDCL)/BE3 EARP invites eligible individual consulting to express their interest in providing the Services.
The tender is divided in 3 Lots:
Lot 1: Distribution management system Expert (one consultant)
Lot 2: Finance management Expert (one consultant)
Lot 3: Project management Expert (one consultant)
Interested individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the requirement defined below.
1.1 Objective of the supervision works
The purpose of the supervision services is to support Rwanda Energy Group (REG) and his subsidiary board (EDCL and EUCL) in Financial management, project management and distribution management System.
1. SCOPE OF SERVICES
The summary of scope of consultancy services are the followings:
LOT1: Distribution Management Expert
Working in liaison with a dedicated counterpart from the Directorate of Distribution Operations and other designate Utility staff, the Distribution Management Expert shall lead a range of initiatives contributing to the transformation and strengthening of the REG Electricity Distribution Network (EDN) and related functional areas. The Expert’s responsibilities shall include but not limited to the following key responsibilities.
LOT2: Financial Management Expert
Support the REG financial Units to develop capacity with respect to, reporting corporate financial performance, providing a framework of planning, investment, monitoring and reporting systems and ensure that the balance sheet exposure and bottom line performance are managed efficiently and effectively.
LOT3: Project Management Expert
The assignment for the Expert in Project Management and Contract Management shall cover the detailed scope defined in TOR attached.
2. Execution period
For the three experts: Project Manager Expert; Financial Expert and Distribution management System Experts they will be hired for a period of two years, with a possibility of contract renewal or extension upon proof of satisfactory performance and need for expert services respectively.
3. Qualification of Consultant Experts.
LOT1: Qualification and Experience of distribution Management Expert
• Minimum of bachelor’s Degree in Electrical Engineering or Equivalent
• Additional Post-graduate and or technical training in electrical engineering or Management field will be an added advantage;
• Certification in occupation health, safety and environment or first Aid will be an added advantage.
• Minimum of 15 years’ experience in Electricity Utilities in the field of Electricity Distribution and familiar with O&M in 30kV, 15kV, 11kV and 0.4kV voltage level work environment or infrastructure;
• At least five years of utility management at a senior management level, with knowledge and experience in substation engineering, overhead line and underground networks, electrotechnical services, plant and equipment maintenance management, system operations and control;
• Extensive knowledge and experience in utility commercial services, management of technical and non-technical losses;
• Knowledge and experience in the use of common utility software, such as DigSILENT Power factory, PSSE, PSCAD or ETAP used in optimisation studies/modelling of distribution networks;
• Knowledge and experience in the development of computer-based tools for process mapping, customisation and integration into business information systems to ensure quality controls, cost optimisation, time keeping and standardisation of O&M work in incident management and maintenance management of the EDN;
• Knowledge and experienced in Utility end-user/customer and stakeholder relationship management;
• Knowledge and experience in change management and revamping/restructuring and turnaround of utility systems and operations;
• Knowledge and experience in Africa or similar emerging economies;
LOT 2. Qualification and experience for Financial Management Expert:
• A professional Accountant with full membership of a recognised professional body as ACCA, ICAEW, CPA with at least 15 years’ experience at senior level in a national/international corporate organisation with preference for electric power utility, trading or infrastructure entities.
• A Master’s degree in Business Administration, Finance or related field from a recognised University will be an added advantage
• Demonstrable experience in Group financial reporting responsibilities at senior level spanning at least 5 years in a large group of Companies with national or international footprint
• A good grasp of utility operations either through Consultancy or by employment in fields of infrastructure investments and tariffs will be an added advantage
• Demonstrable experience in corporate budgeting and reporting at a managerial level
• Proven ability to work with modern financial systems like ERPs and other computer aided technologies, implementing corporate financial systems
• Excellent negotiation, financial management, team management and interpersonal skills is an added advantage;
• Familiar with infrastructure financing models for utility companies and related investment planning
• Excellent command of the English language;
• Proven Experience in enterprise risk management procedures
LOT3: Qualifications and experience required for project management expert
• A Master’s degree in Business Administration, Law, Project Management, Engineering and any other relevant discipline with at least 10 years of practical experience in Policy, Program or Project Management, preferably in the Energy Sector;
• Demonstrated experience in Project Management and experience in managing FIDIC or EPC Contracts in the Energy Sector, at Senior management position.;
• Proven designing, planning, supervisory, critical thinking and analytical skills, proficient in MS Projects, Project Plan365, Primavera, MS Excel, MS Access, Database and other tracking and reporting computer-based tools.
• Excellent negotiation, financial management, team management and interpersonal skills is an added advantage;
• Knowledge of international safety and environmental protection standards and specifications is an added advantage;
• Excellent command of the English language;
• Proven ability to review, develop and implement procurement guidelines and operating processes; preferably, in the Public Sector;
• Proven Experience in risk management for Project or Corporate entities.
Skills/Competencies
• Ability to work with a multidiscipline team and in a multicultural environment in an all-inclusive manner;
• Mentorship and coaching skills;
• Excellent communication skills and proficient in the English language;
• Knowledge of French is an added advantage.

For each Lot, At least three consultants on each position with capacity to perform the required services will be shortlisted.
The Interview will be conducted for ranking the selected of each Lot:
•The first ranked consultant for each position will be invited for presenting his financial proposal
All interested individual consultant should present the letter expressing their interest ( clarifying the Name of LOT) , curriculum vitae (CV) and the copy of degrees not later than 23th /October /2018.
The consultant will be selected in accordance with the Rwanda Law LAW N°62/2018 of 25/08/2018 governing public procurement and through the Quality and Cost Based Selection.
