INDIVIDUAL CONSULTANCY SERVICE

This request for expressions of interest follows the General procurement notice for this project that appeared in Development Business No. AfDB470-08/13, dated 21st August, 2013.

The Government of the Republic of Rwanda has received loan and grant from the African Development Fund (ADF) and intends to apply part of the proceeds of the grant to eligible payments under the contract for Consultant Services of Scaling-up Energy Access Project.

The Government of Rwanda (GoR) represented by the Ministry of Infrastructure (MININFRA) and the Energy Water and Sanitation Authority (EWSA) are developing a 220kV back borne transmission network to connect several proposed new generation sources into the transmission grid as well support cross border future interconnections. This will entail importing and exporting power to other countries.

The Government of Rwanda is intending to develop at least 560 MW power generation capacity up to 2017 and increase access to electricity to at least 70% of the population.

CONSULTANCY SERVICES INCLUDES: The Power Trading Advisor to MINIFRA will develop strategies and implement longer-term bilateral power contract administration, energy reporting, and interchange accounting activities for EWSA. This position coordinates marketing services including purchasing and selling power and interfacing with system operations personnel, third party marketers, and other utilities. The job holder will also advice on strategic on national projects in power generation and transmission. Compiling or contributing to monthly reports for internal use and reporting to outside entities (NELSAP, EASTERN AFRICAN POWER POOL etc.) as required. The essential job function includes: The Power Trading Advisor to MINIFRA will develop strategies and implement longer-term bilateral power contract administration, energy reporting, and interchange accounting activities for EWSA.

The job holder will also advice on strategic on national projects in power generation and transmission. The essential job function includes:

 Ensure trade equity in the power market by enforcing standardisation

 Promote exports/imports of power in the regional market

 Assist in regional energy planning, strategies and master plans

 Develop institutional and legal frame works in power trading with other entities.

 Participate in policy/strategy formulation and implementation of generation and transmission national projects

 Coordinates all power marketing activities for EWSA

 Responsible for the checkout, verification, and tracking of interchange transactions of energy purchases and/or sales with other entities

 Assists in determining and monitoring credit monitoring requirements of potential and existing power marketing counterparties

 Reviews potential market counterparties, develops contracts, and evaluates and recommends purchase/sales contracts to expand EWSA marketing capabilities

 Develop daily, monthly, and annual reports on marketing activities or other reports as may be required

 Assist to recruit, mentor and develop a unit in EWSA to plan and handle all regional power trade activities.

 Performs such other duties as may be assigned.

EDUCATION EXPERIENCE, KNOWLEDGE SKILLS AND ABILITIES REQUIRED

 A Masters Degree in Electrical Engineering, Power Systems Engineering and Development; MBA will an added advantage.

 A minimum of 10 years work experience in the electricity sector at senior management level

 Experience in power systems engineering and development

 Overall understanding of utility generation and power transmission system operations

 Understanding of power market dynamics and should have strong negotiating skills

 Knowledge of transmission tariffs

 Ability to identify, recommend, and transact transmission as applicable

 Strong analytical/logical reasoning ability as well as superior numerical prowess

 Must have proficient software application skills related to power marketing functions

 Ability to work under high pressure and stressful conditions and demonstrate the ability to consistently exercise good judgment and discretion in routine and emergency conditions

 Must be methodical and able to accurately handle details

 Experience in working with utilities and government institutions in the electricity sector

 Experience in trans-boundary interconnection projects, regional power pools

 Good understanding of the energy sector in Africa and the region in particular

 Must be capable of passing security sensitive background screening.

 Must have excellent written and verbal communication skills in English

 Knowledge of French is an added advantage
