PETROLEUM

 

Currently, Rwanda imports all its petroleum products requirements from abroad as there is no petroleum reserves proven yet. The consumption of petroleum in Rwanda stands at 23 Million liters per Month which constitutes about 20% of total national imports and this consumption has been steadily rising in the past five years, with an average annual growth of twelve per cent (12%).

The demand for petroleum products will continue to rise on account of increased number of transportation vehicles and expansion of the fleet for the National Airline. The reduction of imported diesel for electricity production will be more than off-set by the increased need for petroleum products in transportation, particularly aviation and heavy industry.

The leading policy objective for this sub-sector is to ensure safe, sufficient, reliable, sustainable and affordable supply of petroleum product. This entails boosting investments in supply and storage infrastructure.

In order to address current sub-sector challenges, the Rwanda Energy Policy reinforces the implementation of existing sub-sector policies through the following objectives: 

Accelerate regional cooperation and strategic infrastructure development to reduce the costs of procurement, transportation and storage of petroleum products. In this framework, the Governments of Rwanda, Kenya and Uganda have agreed   to promote investment for the extension of petroleum pipeline from Eldoret in Kenya to Kampala and Kigali. Feasibility study has been commissioned in 2014.

Ensure adequate storage infrastructure to increase security of petroleum supply: Current Rwanda petroleum storage infrastructure essentially consists of government and private sector owned depot equivalent to 72,000,000 liters as per table below:

GoR has an ambitious target of increasing its strategic storage capacity to an equivalent of 4 months from 1.5 months of consumption requirements; the target being to have a storage capacity of 150 million liters in the near future. 

To achieve to this substantial target, the GoR is concluding the negotiations with a private company to set up 60,000,000 liters for storing its petroleum strategic reserves. REG is entrusted to follow up and supervise the implementation of this agreement.
